SACC vs ASHRAE: The Only BTU Number That Tells the Truth

Portable air conditioners are sold under two capacity ratings at once, and the bigger one gets the box, the title, and the ad. A unit advertised at 14,000 BTU may deliver 9,500. A different 14,000 delivers 12,000. Both claims are accurate, because they answer different questions: ASHRAE rates the machine, SACC rates the machine installed in your room, with a hot duct running through it and outside air leaking in behind it. Since 2017 the Department of Energy has required the honest figure, but marketing still leads with the old one, and the space between them is where most disappointed buyers end up. This guide covers why the DOE forced SACC into existence, what the ratio between the two numbers reveals about a machine you cannot see inside, how to find SACC on a listing that would rather you did not, and how to size a room off the number that is actually true in August.

Why the DOE had to invent a second number

ASHRAE Standard 128 rated the box. Air in, air out, temperature drop across the coil, measured on a test stand. That is a fair way to compare compressors and a useless way to predict what happens in a bedroom, because it excluded the two things that are unique to portables: a duct full of exhaust air running through the space being cooled, and the air the machine removes from that space. A window unit sits in the wall, and its hot side is already outdoors. From the raw capacity at each condition the procedure subtracts duct heat gain and an infiltration term. What survives is what the room receives. Since 2017 that is the figure manufacturers must use when representing cooling capacity, and it is the only figure our engine reads. ASHRAE did not become wrong. It became irrelevant to the question buyers are asking.

Where the missing BTUs actually go

A single-hose portable works like this. It pulls room air across the condenser, that air absorbs the heat the machine just extracted, and the hose pushes it outdoors. Now follow the air. Every cubic foot sent out of the house has to be replaced by a cubic foot coming in, because a house cannot hold a vacuum. The replacement air does not arrive through the hose. It arrives through every gap the building has: the seams of the window kit itself, the sash, door undercuts, outlet boxes, recessed lights, the dryer vent, the attic hatch. How to read a listing that quotes only the big number

For the same money it will generally cool more, run quieter, and cost less to operate. If you have a standard double-hung window, a sill that takes the weight, and a landlord or HOA that allows it, buy the window unit. Portables earn their place when that option is closed: casement and slider windows a box unit cannot fit, buildings that forbid anything protruding from the facade, rooms where the window is the only egress, server closets and workshops, and any situation where the machine has to move between rooms.
